Choose your Costa Rica proxy type
Two ways to get a Costa Rican IP
Rotating residential
Our Costa Rica residential proxy pool: home broadband IPs in every province, on Kölbi, Claro, Tigo, Telecable and regional cooperative networks. One Costa Rica proxy server endpoint, any location. Best for retail and classifieds scraping, price monitoring and SERP tracking.
- Province, city, ZIP, ISP and ASN targeting
- New IP per request or sticky sessions
- OS fingerprint targeting (Windows, macOS, Linux, Android)
- Pay as you go from 1 GB
Rotating mobile
Costa Rican mobile proxy IPs on Kölbi and Claro, two of the country’s three mobile networks. Best for social media, app testing and the strictest anti-bot systems.
- Province, ZIP, carrier and ASN targeting
- OS fingerprint targeting
- Rotate on demand or keep a sticky session
- Pay as you go from 1 GB
Need the same IP for weeks at a time? Static residential proxies are not offered in Costa Rica, and neither are datacenter IPs. Use sticky sessions to hold the same Costa Rican IP on either proxy type above.
Costa Rica at a glance
Why a local IP changes what you see
Search results, prices at Walmart and Auto Mercado, listings on Encuentra24 and Crautos, and the ads shown to Costa Rican users all depend on where a request comes from. A visitor in San José and one abroad can see different promotions, stock, currencies and delivery options on the same page. A Costa Rica IP address shows you what local users see.
Costa Rica sits between Nicaragua and Panama, with a Pacific and a Caribbean coast. The 2022 census, run by the Instituto Nacional de Estadística y Censos (INEC), counted 5,044,197 residents.
It is a heavily connected market: the telecoms regulator counted about 137 mobile lines for every 100 people at the end of 2025, and fixed internet in 71% of homes. To a Costa Rican website, a phone or home connection is an ordinary visitor; data-centre traffic stands out quickly.
| Fact | Figure | Why it matters for proxy work |
|---|---|---|
| Population | 5,044,197 counted in the 2022 census | A compact market where local and foreign visitors can see different versions of the same site. |
| Territory | 7 provinces and 84 cantons; capital San José | Region targeting follows the provinces, from San José to Guanacaste and Limón. |
| Currency | Costa Rican colón (CRC), issued by the Banco Central de Costa Rica | Local shops quote prices in colones (₡), so a local IP shows the price list and promotions a Costa Rican shopper gets. |
| Language | Spanish (official) | Most local sites default to Spanish, and search results in Spanish and English differ. |
| Mobile networks | Liberty 40.2%, Kölbi 38.1%, Claro 21.8% of mobile lines (end of 2025); 56% of lines post-paid | Our mobile pool runs on Kölbi and Claro, not Liberty. |
| Internet | 1.33 million fixed internet subscriptions, 64% on fibre; 5.5 million mobile internet subscriptions (2025) | Home and mobile IPs blend into everyday local traffic. |

What our Costa Rica proxy coverage actually reaches
Read from the live API, not a brochure
Most providers list Costa Rica as a single country checkbox. Here you can pin a session to a province, a city or canton, and a network, and we say plainly where the pool is thin.
All 7 provinces
The residential API returns every one of Costa Rica’s seven provinces, from San José and the rest of the Central Valley to Guanacaste in the north-west, Puntarenas on the Pacific and Limón on the Caribbean.
30 targetable locations
Every location in the API is listed. Most are cities and towns; Pérez Zeledón is a whole canton and Pavas a district of the capital. San José, Costa Rica is a target of its own, as are nearby Escazú, Santa Ana and Curridabat.
Desamparados, Goicoechea and other large cantons around the capital are not separate targets: use San José province instead.
Costa Rican mobile proxy carriers
Costa Rica has three mobile networks: Kölbi (run by ICE), Liberty (formerly Movistar) and Claro. Our mobile pool covers Kölbi and Claro. Liberty, the largest by number of lines, is not in it at the moment, so it cannot be targeted. Mobile sessions can be narrowed to San José or Limón province; elsewhere, target the country.
Fixed-line ISPs
The best-known home internet brands in the pool are Kölbi (ICE), Claro, Tigo and Telecable, joined by Metrocom and by regional providers such as the electricity cooperatives Coopelesca, Coopeguanacaste, Coopesantos and CoopeAlfaroRuiz, and JASEC in Cartago. More than 10 networks in total. Liberty’s home network is not in the pool at the moment.
Why the long tail matters. Outside the Central Valley, many homes connect through regional electricity cooperatives and small cable operators. IPs spread across these and the big operators look like ordinary Costa Rican households; a pool on one provider is easy to spot.
What teams use Costa Rican proxies for
Common workloads on our Costa Rica network
Retail & price monitoring
Track prices, promotions and stock at Walmart Costa Rica, Auto Mercado and Monge exactly as Costa Rican shoppers see them, in colones.
SERP & local SEO tracking
Check Google rankings, map packs and ads as searchers in San José, Alajuela or Liberia see them, in Spanish or English, instead of one generic “Costa Rica” location.
Social media & app testing
Run Costa Rican accounts, follow Spanish-language conversations and test apps from Kölbi and Claro mobile IPs, so sessions look like a local phone rather than a server.
Classifieds, property & car data
Collect listings from Encuentra24 and Crautos to follow rents, house prices and used-car values by province.
Travel & tourism pricing
Compare hotel, tour and car-rental prices shown inside Costa Rica and abroad, from La Fortuna and Monteverde to Jacó.
News sites & ad verification
Confirm that campaigns aimed at Costa Rica appear on La Nación, CR Hoy and other local news sites in the right provinces, and see those pages as local readers do.

Free Costa Rica proxy lists vs paid Costa Rican proxies
Why free lists rarely work on Costa Rican sites
Free Costa Rica proxy lists are easy to find, but most entries are open servers already abused by thousands of users. They go offline within hours and are blacklisted by the Costa Rican shops, banks and apps you want to reach. A cheap residential proxy trial costs less than the time lost on dead IPs.
| Free Costa Rica proxy lists | ProxyEmpire Costa Rican proxies | |
|---|---|---|
| IP source | Open or hijacked servers, mostly data centres | Real Costa Rican homes and Kölbi and Claro SIM cards |
| Uptime | Minutes to hours before an IP disappears | Always-on pool, with rotating or sticky sessions |
| Blocks | Usually blacklisted on major Costa Rican sites | Looks like an ordinary local visitor |
| Targeting | Country at best | Province, city, ZIP, ISP, ASN and OS fingerprint |
| Privacy | Unknown operator can log or alter your traffic | Authenticated access over HTTP(S) or SOCKS5 |
| Cost | Free | From $1.50/GB, with a $1.97 trial |

Costa Rica proxy FAQ
Straight answers
What is a Costa Rican proxy, and what makes it residential?
A Costa Rican proxy (CR proxy, or “proxy Costa Rica” in Spanish searches) is a Costa Rica proxy server that gives you a Costa Rica IP address, so websites treat you as a visitor from Costa Rica. A Costa Rica residential proxy (proxy residencial in Spanish) goes one step further: it routes your traffic through a real Costa Rican household’s connection, on a network like Kölbi, Claro, Tigo or a regional cooperative, instead of a data centre. That makes it far less likely to be blocked.
Can I target specific Costa Rican provinces, cities or ISPs?
Yes. You can target all 7 provinces, 30 locations and more than 10 local ISPs. ISP targeting lets you pin a rotating residential session to one named provider, such as Kölbi or Telecable. Liberty’s network is not in the pool at the moment, so it cannot be selected.
Do you offer Costa Rica mobile proxies?
Yes, on Kölbi and Claro. Mobile IPs are shared by many real subscribers, so they are hard for websites to block. Liberty is not in our mobile pool at the moment. Mobile location targeting covers San José and Limón provinces.
How much do Costa Rica proxies cost?
Rotating residential starts at $1.50/GB on larger plans and rotating mobile at $2.00/GB. Pay As You Go lets you buy a single GB of residential traffic for $3.50, with no subscription. Costa Rican targeting is included at no extra charge, and you can start with a $1.97 trial. Datacenter proxies are not offered in Costa Rica.
Can I keep the same Costa Rica IP address?
Yes. Rotating residential and mobile proxies both support sticky sessions, which keep the same Costa Rican IP across requests. Static residential IPs are not offered in Costa Rica.
Will Costa Rican sites show me prices in colones?
Usually, yes. Local shops price in colones (₡), some also in US dollars, and some change promotions or delivery options by visitor location. A Costa Rican IP shows you the version local shoppers get. Your ProxyEmpire plan itself is billed in US dollars.
Which protocols and tools are supported?
HTTP, HTTPS and SOCKS5. The proxies work with any scraper, headless browser, anti-detect browser or HTTP library, and there is no limit on concurrent sessions.
Why not use a free Costa Rica proxy?
Free proxies are slow, blocked on most major sites, and often run by operators who log or resell your traffic. For work, a paid residential proxy is far more reliable.
Is using a proxy in Costa Rica legal?
Proxies are a standard tool for price monitoring, SEO and ad verification. What matters is how you use them: respect websites’ terms of service, and handle any personal data you collect about people in Costa Rica in line with the privacy rules that apply to you.
