Greater London is 32 boroughs plus the City of London, and a household in Croydon does not see the same search results, delivery fees or ads as one in Camden. So a London proxy here is not one checkbox. Residential IPs can be pinned to the city target “London”, to “Greater London”, or to one of 85 named areas: borough names such as Hackney and Lambeth, and town centres such as Ilford, Romford, Wimbledon and Uxbridge.

Where London coverage is thinner. The City of London (the Square Mile) has no separate target; use “London” or a neighbouring borough such as Tower Hamlets or Westminster. On mobile, 13 boroughs have no area of their own, and the London-wide mobile target, Greenwich, Leytonstone, Merton and Wembley do not break down by carrier, so the pool picks one for you. Vodafone mobile is not listed for any London area; it is available with UK-wide targeting. Richmond, Rainham and Hampton are in the API too, but those names also belong to towns outside London, so we leave them out of these counts.
