Why a local IP changes what you see
Bhutan is a small market of well under a million people, and its websites are built for local visitors first. Shops list prices in ngultrum, news sites and job boards serve local ads, and search results on Google.bt differ from those a foreign server gets. What a visitor sees, and at what price, can depend on where the request comes from.
Location inside the country matters too. Almost a fifth of the population lives in Thimphu dzongkhag, while towns such as Phuentsholing in Chhukha, Gelephu in Sarpang and Samdrup Jongkhar serve the south and Trashigang the east. Delivery areas, stock and local ads can differ between them, so picking the dzongkhag is what makes the data comparable.
Bhutanese sites also check the network. Protected sites flag data-centre traffic as a bot straight away, while a DrukNet or TashiCell home line, or a phone on B-Mobile, looks like an ordinary Bhutanese customer, because it is one.

11 of Bhutan’s 20 dzongkhags
Region targeting in Bhutan follows the dzongkhags, and the API returns eleven of the twenty. Together they were home to about 68% of the population at the 2017 census. Each can be targeted on its own:
Residential proxies cover eight of them: Thimphu, Paro, Chhukha, Wangdue Phodrang, Sarpang, Samdrup Jongkhar, Trashigang and Trashi Yangtse. Mobile proxies cover Thimphu, Bumthang, Lhuentse and Tsirang. Dagana, Gasa, Haa, Monggar, Pema Gatshel, Punakha, Samtse, Trongsa and Zhemgang cannot be targeted on their own today. Some tools spell the names Chukha, Lhuntse or Trashiyangtse.
One targetable city: Thimphu
Thimphu, the capital, is the only city the API returns, and it works on both residential and mobile IPs. Other towns, such as Phuentsholing in Chhukha, Paro or Gelephu in Sarpang, are reached by choosing their dzongkhag rather than a city of their own.
Mobile carrier
Bhutan has two mobile operators: Bhutan Telecom, with its B-Mobile service, and Tashi InfoComm, with TashiCell. Our mobile pool covers B-Mobile. In our network data it appears as DrukNet, Bhutan Telecom’s internet brand. TashiCell is not in the mobile pool at the moment, so mobile sessions in Bhutan run on B-Mobile only.

Residential IPs come from four Bhutanese networks: DrukNet, the internet service of Bhutan Telecom; TashiCell, from Tashi InfoComm; NANO; and Gelephu Digital Network, a local fibre provider in Sarpang. In Thimphu you can combine the city with DrukNet, TashiCell or NANO.
