ISP proxies give you a residential IP address that belongs to a real internet provider such as AT&T or Comcast but runs on fast servers, and it stays yours for the whole month. Providers also sell them as static residential proxies: it is the same product. To find the best ISP proxies for 2026 we compared 12 providers on monthly price per IP, bandwidth terms, countries and whether each IP is dedicated to you. Price per IP is the regular monthly price for one dedicated IP on the smallest order, then the lowest self-serve volume price the provider publishes. Where only a 30-day starting price is published, that is shown. Shared ISP tiers (Oxylabs, Bright Data, Webshare) are cheaper and covered below. Bandwidth is shown as each provider words it. — means the provider does not list its ISP countries on its site. Prices and features were read from the providers’ own pages on 28–29 September 2026. SOAX, DataImpulse and ProxyRack do not publish an ISP proxy plan (checked 29 September 2026), so they are not ranked.

ISP vs static residential vs datacenter vs rotating residential
Same idea, different trade-offs“ISP proxy” and “static residential proxy” are two names for one product: an IP registered to a consumer internet provider, hosted in a data center so it is fast and always on. Datacenter proxies are fast too, but their IPs belong to hosting companies. Rotating residential proxies use real home connections and change IP as you go.
| ISP (static residential) | Datacenter | Rotating residential | |
|---|---|---|---|
| IP owner | Consumer ISP | Hosting company | Consumer ISP, real devices |
| IP changes | Never, unless you replace it | Fixed or rotating | Per request or sticky session |
| Priced by | IP per month | IP or GB | GB |
| Typical price | About $1.80–$5 per IP | About $1.15–$2.50 per IP | About $1–$7 per GB |
| Trust with sites | High | Lower, often flagged | High |
| Best for | Accounts, logins, allow-lists | Bulk tasks on easy targets | Scraping, many locations |
If you need many locations or a new IP per request, rotating residential proxies are the better buy; see our guide to the best residential proxies. For high-volume work on easy targets, datacenter proxies cost less.
Dedicated vs shared ISP proxies
Check who else uses your IPA dedicated ISP proxy is used by you alone for the whole rental. A shared one is sold to a few customers at once, which is why it costs less: Oxylabs shares each IP with up to three users, Webshare’s “Private” tier with up to two, and Bright Data’s shared tier starts at $1.80. That is fine for scraping, but for logins and long-lived accounts another user’s activity can hurt the IP’s reputation. Every price in our table is for dedicated IPs, and all of ProxyEmpire’s static residential IPs are dedicated.
When a fixed residential IP is worth it
And how many IPs to buy- Account management. Social, marketplace and ad accounts look safest when they log in from the same home IP every day.
- Allow-listed access. Tools and dashboards that only accept known IPs need an address that never changes.
- Long sessions. Checkouts, multi-step forms and SERP or price checks from one location run cleaner on a stable IP.
- Speed. ISP IPs sit on server connections, so they are faster than peer-to-peer residential traffic.
How many ISP IPs do you need? For accounts, plan one IP per account or per browser profile, plus one or two spares. For monitoring, one IP per country or target is usually enough. Buy a few first, test them on your sites, then scale: ProxyEmpire’s price drops from $3.50 for one IP to $3.00 each at five, $2.90 at ten and $2.60 at 100.
ProxyEmpire’s static residential IPs are available in the United States, United Kingdom, Germany, France, Spain, Italy, the Netherlands, Belgium, Austria, Poland, the Czech Republic, Romania, Canada, Brazil, Japan, South Korea, Hong Kong, Singapore, Australia, Switzerland, Israel, India, Turkey and Ukraine.
Are there free static residential proxies?
Short answer: noA static residential IP costs the provider real money every month, so nobody gives dedicated ones away. “Free static proxy” lists are open servers shared by thousands of strangers: already blocked on the sites that matter, often offline within hours, and run by people you cannot identify. The cheapest honest test is a single paid IP: ProxyEmpire, Proxy-Seller and MarsProxies all sell one for $2.99–$3.50 a month. Whatever you use, the target site’s terms and local laws still apply.
