An SSL proxy, today usually called an HTTPS proxy, is a proxy server that carries encrypted HTTPS traffic between your device and a website. The site sees the proxy’s IP address instead of yours, while the page itself stays encrypted from end to end. Teams use them for web scraping, price monitoring, ad verification, SEO checks and account work on HTTPS sites. To find the best SSL proxies for 2026 we compared 13 providers on HTTPS support across their proxy types, static IP options, targeting and price. To start straight away, see ProxyEmpire’s rotating residential proxies.

Every provider here documents HTTPS support on its own site. The residential column shows the regular price on the smallest plan, then the lowest regular rate published at 1 TB or less; Bright Data is shown at its current 50% discount (list $8.00 → $5.00/GB). The static IP column shows the monthly price of one dedicated static residential (ISP) IP on the smallest order, then the lowest self-serve volume price; where only a 30-day starting price is published, that is shown. — means the provider sells no static IPs. Promotions are covered in the reviews. Checked on the providers’ own pages, 26 September to 1 October 2026.
How we compared SSL proxy providers
HTTPS support is the start, not the finishNearly every paid proxy carries HTTPS today, so the label alone decides little. What differs is which products support it, whether you can hold one static IP, how precisely you can pick a location, and what a test costs.

What is an SSL proxy?
An HTTPS proxy under its old nameAn SSL proxy is a proxy that can carry HTTPS traffic. “SSL” is the old name for the encryption behind HTTPS. The IETF deprecated SSL 3.0 in RFC 7568 (2015) and TLS 1.0 and 1.1 in RFC 8996 (2021); today’s connections use TLS 1.2 or TLS 1.3, which RFC 8446 defines. The name “SSL proxy” simply stuck.
A common myth is that the proxy adds encryption. It does not. The encryption comes from the website’s own TLS connection with your browser or script. What the proxy changes is the IP address and location the website sees.
The term has two other meanings. Companies run “SSL inspection” proxies that decrypt and re-encrypt staff traffic, which only works because the company installed its own root certificate on every device. That is a security appliance, not something you rent by the gigabyte. And “SSL web proxy” sites are websites that fetch pages for you, covered below.
How HTTPS passes through a proxy
The CONNECT tunnel, step by step- Your client sends the proxy a CONNECT request with only the host and port, such as
example.com:443, plus your proxy login. - The proxy opens a connection to that host from its own IP and answers 200. From then on, RFC 9110 (section 9.3.6) limits it to “blind forwarding of data, in both directions”.
- Your client and the website run the TLS handshake through the tunnel. Your client checks the site’s certificate, so the proxy cannot swap it without a warning.
| The proxy can see | The proxy cannot see | |
|---|---|---|
| Where | Your IP, the hostname and port, and the TLS server name (SNI, RFC 6066) | The full URL, path and query |
| What | How much data moves, and when | Headers, cookies, logins, form data and page content |
Two caveats. The CONNECT request, including your proxy username and password, reaches the proxy unencrypted unless your client connects to the proxy itself over TLS. And plain http:// pages are not encrypted by any proxy, so use https:// addresses. If a tool asks you to install a proxy provider’s root certificate or switch off certificate checks, the tunnel is no longer end to end. SOCKS5 (RFC 1928) relays TLS the same way; see our guide to the best SOCKS5 proxies. ProxyEmpire supports HTTP, HTTPS and SOCKS5 on every proxy type and opens ports 80 and 443 by default, which covers HTTP and HTTPS websites.
Static IPs for SSL and HTTPS work
When the address has to stay the sameA static SSL proxy is simply a static IP that carries HTTPS. The encryption is identical to a rotating proxy. What changes is that the IP stays the same, which matters when a firewall or API allow-lists your address, or when a login session is tied to one IP.
| Rotating residential | Static residential (ISP) | Rotating datacenter | |
|---|---|---|---|
| Priced by | Gigabyte | IP, per month | Gigabyte |
| IP | New per request, or sticky | Same IP every day | New per request, or sticky |
| Best for | Scraping, price and SEO checks | Allow-lists and long logins | Fast, cheap bulk requests |
| ProxyEmpire | $3.50 → $1.50/GB | $3.50 → $2.00/IP | $0.625 → $0.40/GB |
ProxyEmpire’s static residential proxies are sold in 19 countries with country-level targeting. If you only need the same IP for one task, a sticky session on rotating residential is cheaper: the IP stays until you rotate it or the device goes offline. We compare static providers in detail in our guide to the best ISP proxies.
Free SSL proxies, proxy sites and unblockers
Why we don’t publish a listFree SSL proxy lists are open proxies run by strangers. A working one still cannot read your HTTPS pages, but it sees every site you connect to, and many stop working within days. “SSL web proxy” and “SSL unblocker” sites work differently: they fetch the page on their own server and show it to you on their domain. The padlock you see belongs to the proxy site, so its operator can read everything, including passwords. For a one-off look at a public page that may be fine; our round-up of web proxies explains the trade-offs. For any login or business work, use a private proxy that answers only to your credentials. ProxyEmpire’s $1.97 trial covers residential and mobile. Network rules, site terms and local laws apply to whichever proxy you use.
SSL proxy FAQ
Short answersWhat is the best SSL proxy?
ProxyEmpire, in our 2026 comparison: HTTP, HTTPS and SOCKS5 on every proxy type, 30M+ residential and 4M+ mobile IPs, static IPs from $2.00 a month at volume, and a $1.97 trial.
Is an SSL proxy the same as an HTTPS proxy?
Yes. “SSL” is the older name for the encryption HTTPS uses, now called TLS. Providers usually say HTTPS proxy or HTTP(S).
Does an SSL proxy encrypt my traffic?
The website’s TLS connection encrypts it, and the proxy passes that encryption through untouched. The proxy changes your IP address; it does not add a second layer of encryption.
Can my proxy provider see my HTTPS data?
Not through a normal CONNECT tunnel. It sees the hostnames you connect to and how much data you use, but not pages, cookies or logins.
Do I need to install a certificate to use an HTTPS proxy?
Not for a normal tunnel. A proxy that asks you to trust its own root certificate can decrypt your traffic, so only do it when you understand why.
Which port does an HTTPS proxy use?
You connect to the provider’s proxy port (ProxyEmpire uses 5000 for residential and mobile), and the proxy connects to the website on port 443. ProxyEmpire opens ports 80 and 443 by default.
Is an HTTPS or a SOCKS5 proxy better for secure sites?
Both carry TLS end to end. An HTTPS proxy is the simplest choice for browsers and scrapers; SOCKS5 suits apps that do not speak HTTP.
Should I use a static or a rotating SSL proxy?
Rotating for scraping and anything spread across many locations; static when an allow-list or a long login needs the same IP for weeks.
Are free SSL proxies safe?
Not for anything private. Free proxies are shared, short-lived and run by people you don’t know, and web proxy sites can read everything you send.
What is an SSL unblocker?
Usually a web proxy site that loads pages for you on its own domain. It is quick for public pages, but the site’s operator can see what you do, so it isn’t a private proxy.
