A scraper that downloads only the HTML or JSON it needs uses a fraction of the traffic of a headless browser loading every image and script, so the same budget goes much further. Networks leave fingerprints

Every IP address belongs to a network with an autonomous system number (ASN) and a registered owner. IP-intelligence services classify those networks, so a website can look up, in milliseconds, whether a visitor’s IP belongs to a hosting company, a home broadband provider or a mobile carrier. That single lookup is why datacenter traffic is so easy to spot.

Mobile IPs are different in another way: carriers share each public IPv4 address among many subscribers through carrier-grade NAT. The IETF’s RFC 6269 notes that with shared addresses, IP-based penalty boxes stop working and blacklisting is affected, because blocking one address can block many real users. That is why mobile IPs tend to be treated most leniently.

IP type is not the only signal. Websites also look at request rate, headers, cookies, browser fingerprint and behaviour. A residential IP will not save a scraper that sends a thousand identical requests a second; a well-behaved client on the right IP type will go much further.
