Pennsylvania IPs, from Philadelphia to Pittsburgh
Pennsylvania proxies on real home broadband and mobile connections across the Keystone State. Target Pennsylvania as a whole or one of 621 cities and towns, from Philadelphia and Pittsburgh to Allentown, Harrisburg, Scranton and Erie, choose the network, and keep a sticky IP or get a new one on every request.
Pay per GB, not per IP. Pennsylvania targeting costs nothing extra.
What you can target with a Pennsylvania proxy
Read from our network API, metro by metro
Pennsylvania has two big metros at opposite ends of the state, and a household in Pittsburgh does not see the same search results, delivery fees or ads as one in Philadelphia, Harrisburg or the Lehigh Valley. So a Pennsylvania proxy is more than one checkbox. Residential IPs can be pinned to the state as a whole or to one of 621 named cities and towns. For the city itself, see our Philadelphia proxy page.
Home broadband networks in Pennsylvania
The state target “Pennsylvania” lists the national cable and fibre networks, plus regional cable companies, rural telephone companies and fixed-wireless providers. In total, 44 home-network brands show up across Pennsylvania:
Xfinity and Verizon Fios carry most homes in and around Philadelphia and Pittsburgh, while Spectrum, Breezeline and Windstream serve many other parts of the state. PenTeleData, Shentel and local telephone companies serve smaller towns. Backbone, business-only and institution networks that appear in the API, such as Cogent, Lumen and the University of Pennsylvania, are left out of these counts.

Where Pennsylvania coverage is thinner. Every city in the grid has residential IPs, but mobile IPs can be targeted in 22 Pennsylvania cities, most of them around Pittsburgh, plus Philadelphia, the Lehigh Valley, Harrisburg and Johnstown; the Philadelphia suburbs, Scranton, Erie, Reading, Lancaster and York have no mobile target yet. Neighbourhoods such as Fishtown in Philadelphia or Shadyside in Pittsburgh have no separate target either, so add ZIP targeting to go narrower. Many Pennsylvania place names, including Lancaster, York, Washington, Chester and Reading, exist in other states too, so always set the state to Pennsylvania.
Pennsylvania or US-wide: which should you pick?
Pin the state or a city only when the answer depends on it
Pin Pennsylvania or a PA city
Rotating residential and rotating mobile.
- Local results: “near me” searches and map packs in Philadelphia, Pittsburgh or the Lehigh Valley
- Prices, fees and stock that change by city or ZIP code
- Checking an ad or offer aimed at Pennsylvania or at one metro
Use US-wide targeting
All four products, including static and datacenter.
- National prices and rankings that are the same across the US
- The biggest possible IP pool for high-volume jobs
- Static residential and datacenter IPs
Static residential and datacenter proxies are sold at country level only, so they cannot be pinned to Pennsylvania. A static residential IP comes from a random US city and stays yours for the month. If you need a Pennsylvania address that stays the same, use a sticky session on rotating residential or mobile instead.

Local SERP & Maps tracking
Check Google rankings and map packs for queries like “HVAC repair near me” from Philadelphia, Pittsburgh and Allentown separately, instead of one national result.

Compare prices, fees and availability on Instacart, DoorDash and regional grocery chains, which change with the delivery address, from Philadelphia to Pittsburgh.
Events & ticketing
Watch availability and prices for games and concerts in Philadelphia and Pittsburgh on Ticketmaster and SeatGeek as they appear to a local visitor.
Ad verification & app QA
Confirm that campaigns geo-targeted at Pennsylvania or one metro render there, and test apps on AT&T, T-Mobile and Verizon connections in Pittsburgh and Philadelphia.

Pennsylvania proxy FAQ
Straight answers
What is a Pennsylvania proxy server?
A Pennsylvania proxy server routes your requests through an IP address located in Pennsylvania, so websites treat you as a visitor in the state. With ProxyEmpire that IP belongs to a real home broadband line or mobile SIM rather than a data centre, which makes it far less likely to be blocked.
How do I get a Pennsylvania IP address?
Choose rotating residential or rotating mobile, then set the country to the United States and the state to Pennsylvania in the dashboard. Every connection then exits from a Pennsylvania IP address. You can start with the $1.97 trial to test it.
Can I target a single Pennsylvania city?
Yes. 621 Pennsylvania cities and towns are separate targets, including Philadelphia, Pittsburgh, Allentown, Harrisburg, Scranton, Lancaster and Erie. Neighbourhoods are not, so use the city target plus ZIP targeting to reach one.
Can I get a static IP in Pennsylvania?
Not pinned to Pennsylvania. Static residential and datacenter proxies are targeted by country only, so a static US IP can come from any state. To keep one Pennsylvania IP for a long session, use a sticky session on rotating residential or mobile.
Can I keep the same Pennsylvania IP?
Yes. Sticky sessions keep the same Pennsylvania IP for as long as it stays available, instead of switching on every request. When you want a fresh IP, start a new session.
Which mobile carriers can I use in Pennsylvania?
The Pennsylvania mobile pool lists AT&T, T-Mobile and Verizon, plus Boost Mobile, in 22 cities. Add a carrier to your targeting, or leave it open and the pool picks one for you.
Is it legal to use a proxy in Pennsylvania?
Using a proxy is legal in the United States. What matters is what you do with it: follow each website’s terms, and federal and state privacy laws if you handle personal data.
