Where Virginia coverage is thinner. On mobile, Hampton Roads, the Richmond area, Lynchburg, Alexandria and Woodbridge are targetable, but not Arlington, Fairfax, Roanoke or Charlottesville. City targets cover a whole city; neighbourhoods such as Ballston or Old Town Alexandria have no separate target, so add ZIP targeting to go narrower. Names such as Richmond, Arlington, Springfield, Portsmouth and Lexington exist in other states too, so always set the state to Virginia.
