Choose your Albania proxy type
Two ways to get an Albanian IP address
Rotating residential
Home broadband IPs in all 12 Albanian counties, ready to use as an Albania proxy server in any tool. Best for scraping, price monitoring and SERP tracking.
- Region, city, ZIP, ISP and ASN targeting
- New IP per request or sticky sessions
- OS fingerprint targeting (Windows, macOS, Linux, Android)
Rotating mobile
Mobile IPs on One Albania and Vodafone Albania, the country’s two mobile networks. Best for social media and the strictest anti-bot systems.
- Region, city, ZIP, carrier and ASN targeting
- OS fingerprint targeting
- Rotate on demand or keep a sticky session
Need the same IP for weeks at a time? Static residential proxies are not offered in Albania. The nearest static location is Italy, across the Adriatic, or use sticky sessions to hold the same Albanian IP on either of the two proxy types above.
Albania at a glance
Why a local IP changes what you see
Albania has about 2.4 million residents, almost a third of them in the Tirana area. Car and flat listings on MerrJep.al and Gazeta Celesi, prices at Neptun, Google.al results and the ads shown next to Top Channel stories all depend on where a request comes from. From an Italian, Greek or German IP you often get a different page, different offers or different ads from the ones an Albanian visitor sees.
Albanian sites also check what kind of network a visitor is on. On well-protected sites, traffic from a data centre gets flagged as a bot straight away. Traffic from a One Albania or Vodafone Albania connection looks like an ordinary customer in Tirana or Durrës, because that is what it is.
| Fact | Figure | Why it matters for proxy work |
|---|---|---|
| Population | 2,402,113 (2023 census) | A mid-sized pool, so picking the right county, city and network matters more than raw volume. |
| Capital | Tirana; 31.6% of residents live in Tirana county | Tirana is the biggest single target and can be picked as both a county and a city, on residential and on mobile. |
| Currency | Albanian lek (ALL), with a freely floating exchange rate | Local shops show prices in lekë. An Albanian IP shows you the local offer rather than an export or converted one. |
| Language & script | Albanian, written in a 36-letter Latin alphabet that includes ë and ç | Keywords can be typed with or without ë and ç (Durrës or Durres). Track both spellings from a local IP to see what Albanian users see. |
| Mobile networks | One Albania (merged with ALBtelecom in 2023) and Vodafone Albania | Both networks are in our mobile pool, so mobile traffic looks like an ordinary local subscriber. |
| Local government | 12 counties (qarqe) and 61 municipalities since 2015 | Our API covers all 12 counties, and every county seat can also be targeted as a city. |

What our Albania coverage actually reaches
Read from the live API, not a brochure
Most providers list Albania as a single country checkbox, if they list it at all. Here you can pin a session to the county, city and network your target cares about. This is the targeting available on the ProxyEmpire network today, pulled from the same API our dashboard uses, and shown exactly as it is.
All 12 counties
That is every county, from Shkodër and Kukës in the north to Vlorë and Gjirokastër in the south.
19 targetable cities and towns
All 12 county seats can be targeted as cities. Smaller towns such as Lushnjë, Pogradec, Librazhd, Burrel, Divjakë and Krumë are on the list too, and Durrës, Vlorë and Sarandë cover the main coastal resorts. For anywhere else, pick the county or leave the location at country level.
Mobile carriers
Albania has two mobile networks, and both are on our network. On mobile, sessions can be narrowed to Tirana (as a county or a city) or to Elbasan county. For other parts of the country, keep mobile targeting at country level and choose the carrier.
Fixed-line ISPs
Home broadband IPs come from both national operators, One Albania (which merged with ALBtelecom in 2023) and Vodafone Albania, and from more than 20 independent networks, among them Abissnet, Digicom, Albanian Satellite Communications, Tibo Communications, Nisatel, Fastnet Albania, Pronet, Ultranet, Starnet and Sky Elbasan.
Why the long tail matters. Anti-bot systems look at which network a request comes from. A pool drawn from only one or two big providers is easy to spot. Having IPs on small cable and fibre networks as well as the national operators is what makes your traffic look like ordinary Albanian households.
What teams use Albanian proxies for
Common workloads on our Albanian network
E-commerce price monitoring
Track prices, stock and promotions at Neptun and other Albanian retailers exactly as local shoppers see them, in lekë and with local delivery options.
Classifieds & property data
Collect car, property and rental listings from MerrJep.al, Gazeta Celesi and Shpi.al to follow asking prices in Tirana, Durrës and Vlorë.
Local SEO & SERP tracking
Check Google.al rankings, map packs and ads from Tirana or Shkodër, with and without ë and ç in the query, instead of a generic Balkan location.
Ad verification
Confirm that campaigns targeted at Albania actually render on local news sites such as Top Channel and on the placements you paid for, and catch fraudulent placements early.
Social media management
Run Albanian accounts from mobile IPs on One Albania or Vodafone Albania, so logins look like a local phone rather than a server.
Travel & hospitality pricing
Compare hotel, apartment and car-hire prices shown to visitors in Sarandë, Vlorë or Durrës against those shown in Tirana or abroad.

Free Albania proxy lists vs paid Albanian proxies
Why free lists rarely work on Albanian sites
Search for a free proxy Albania list and you will find plenty, but most entries are open servers that have been scanned and abused by thousands of other users. They go offline within hours and are already blacklisted by the Albanian sites you want to reach, and many turn out not to be in Albania at all.
| Free Albania proxy lists | ProxyEmpire Albanian proxies | |
|---|---|---|
| IP source | Open or hijacked servers, mostly data centres | Real Albanian homes and One Albania and Vodafone Albania SIM cards |
| Uptime | Minutes to hours before an IP disappears | Always-on pool, with rotating or sticky sessions |
| Blocks | Usually blacklisted on major Albanian sites | Looks like an ordinary local visitor |
| Targeting | Country at best | Region, city, ZIP, ISP, ASN and OS fingerprint |
| Security | Unknown operator can log or alter your traffic | Authenticated access over HTTP(S) or SOCKS5 |
| Cost | Free | From $1.50/GB, with a $1.97 trial |

Albania proxy FAQ
Straight answers
What is an Albanian proxy (AL proxy)?
An Albanian proxy, or AL proxy (in Albanian, a proxy Shqipëri), is a proxy server that gives you an Albania IP address, so websites treat you as a local visitor. An Albania residential proxy goes one step further: it routes your traffic through a real Albanian household’s internet connection, so websites see a genuine local visitor on a network like One Albania or Vodafone Albania instead of a data centre. That makes it far less likely to be blocked or shown non-local content.
Can I target Albanian cities or ISPs?
Yes. On residential proxies you can target all 12 counties, 19 cities and towns, and more than 25 local ISPs, including One Albania, Vodafone Albania, Abissnet and Digicom. Residential and mobile proxies can also be targeted by ZIP code, ASN and OS fingerprint.
Can I get a Tirana IP?
Yes. Tirana can be chosen as a county or as a city, on both residential and mobile proxies. Durrës, Vlorë, Shkodër, Elbasan, Korçë and the other county seats can be targeted as cities on residential.
Do you offer Albanian mobile proxies?
Yes. Rotating mobile proxies are available on One Albania and Vodafone Albania, the country’s two mobile networks. Mobile sessions can be narrowed to Tirana or Elbasan county, or left at country level. Mobile IPs are shared by many real subscribers, which makes them among the hardest IPs for websites to block.
Do you have Albanian datacenter proxies?
No. Datacenter IPs are not offered in Albania. If you need cheap datacenter traffic in the region, our nearest datacenter locations are Greece and Italy, with Serbia and Bulgaria further afield. For Albanian sites themselves, residential or mobile IPs work far better anyway.
How much do Albania proxies cost?
Rotating residential starts at $1.50/GB on larger plans and rotating mobile at $2.00/GB, billed in US dollars. Albanian targeting is included at no extra charge, and you can start with a $1.97 trial.
Can I keep the same Albanian IP?
Yes. Rotating residential and mobile proxies both support sticky sessions, which keep the same Albanian IP across requests instead of switching to a new IP on every request. Static residential IPs are not offered in Albania; if you need a permanently fixed IP nearby, our closest static location is Italy.
Which protocols work with an Albania proxy server?
HTTP, HTTPS and SOCKS5. You can add the endpoint as an Albanian proxy server in any scraper, headless browser, anti-detect browser or HTTP library, and there is no limit on concurrent sessions.
Why not use a free Albania proxy?
Free proxies are slow, blocked on most major sites, and often run by operators who log or resell your traffic. If you are not paying for the product, your data usually is the product. For anything work-related, a paid residential proxy is safer and far more reliable.
Is using a proxy legal in Albania?
Proxies themselves are legal in Albania. What matters is how you use them: respect websites’ terms of service and Albania’s personal data protection law when collecting personal data.
