Montenegrin IPs from real homes and SIM cards
Montenegrin proxies on real home connections and the Crnogorski Telekom and m:tel mobile networks. Target Podgorica, Budva or Herceg Novi, or six municipalities from the coast to the north-east, with rotating or sticky sessions.
Montenegro proxies are billed per GB, not per IP. Bandwidth rolls over.
Choose your Montenegro proxy type
Two ways to get a Montenegrin IP address
Rotating residential
Home broadband IPs in Montenegro. Best for scraping, price monitoring and SERP tracking.
- Region, city, ZIP, ISP and ASN targeting
- New IP per request or sticky sessions
- OS fingerprint targeting (Windows, macOS, Linux, Android)
Rotating mobile
Mobile IPs on Crnogorski Telekom and m:tel. Best for social media and the strictest anti-bot systems.
- Region, city, ZIP, carrier and ASN targeting
- OS fingerprint targeting
- Rotate on demand or keep a sticky session
Need the same IP for weeks at a time? Static residential proxies are not offered in Montenegro. The nearest static location is Italy, across the Adriatic, or use sticky sessions to hold the same Montenegrin IP on either of the two proxy types above.
Montenegro at a glance
Why a local IP changes what you see
Montenegro is one of Europe’s smallest countries, with a little over 620,000 people, and its online market is small and local. Listings on Oglasi.me and Estitor, baskets on Ananas.me and Voli.me, Google.me results and the ads served next to Vijesti.me stories all depend on where a request comes from. Because Montenegro uses the euro, the currency on the page rarely gives the game away. The differences are in the offers, delivery options and search results that a Montenegrin visitor gets and a visitor from Croatia, Italy or Germany does not.
Montenegrin sites also check what kind of network a visitor is on. On well-protected sites, traffic from a data centre gets flagged as a bot straight away. Traffic from a Crnogorski Telekom or m:tel connection looks like an ordinary customer in Podgorica or Budva, because that is what it is.
| Fact | Figure | Why it matters for proxy work |
|---|---|---|
| Population | 623,633 (2023 census) | A small pool, so picking the right municipality, city and network matters more than raw volume. |
| Capital | Podgorica, 179,505 people, about 29% of the population | Podgorica is the biggest single target and can be picked as both a region and a city on our network. |
| Currency | Euro (EUR), the only legal tender since 2002 | Prices are in euros, as they are in Croatia and Italy, so only a Montenegrin IP shows you the local offer rather than an export one. |
| Language & script | Montenegrin; Latin and Cyrillic scripts are equal. Serbian, Bosnian, Albanian and Croatian are also in official use | Local sites and search results mix scripts and languages. A local IP plus the right locale shows the version real users get. |
| Mobile networks | One (formerly Telenor), Crnogorski Telekom, m:tel | Crnogorski Telekom and m:tel are on our network, so mobile traffic looks like an ordinary local subscriber. |
| Local government | 25 municipalities, the newest (Zeta) created in 2022 | Our API covers 6 of the 25, including the capital and three coastal towns. |

What our Montenegro coverage actually reaches
Read from the live API, not a brochure
Most providers list Montenegro as a single country checkbox, if they list it at all. Here you can pin a session to the municipality, city and network your target cares about. This is the targeting available on the ProxyEmpire network today, pulled from the same API our dashboard uses. Montenegro is a small market, so the lists below are short. We show them exactly as they are rather than padding them out.
6 targetable municipalities
That covers the capital, three towns on the Adriatic coast and the Bay of Kotor, and two municipalities in the north-east. Together they give you both the capital and a stretch of the Adriatic holiday coast.
3 targetable cities
City targeting is available in Podgorica, Budva and Herceg Novi. For Tivat, Berane and RoΕΎaje, pick the municipality as the region instead. For anywhere else in Montenegro, such as NikΕ‘iΔ, Bar or Kotor, leave the location at country level and let the pool rotate nationwide.
Mobile carriers
Montenegro has three mobile networks. Two of them, Crnogorski Telekom and m:tel, are on our network. One, the operator formerly branded Telenor, is not in our mobile pool at the time of checking.
Fixed-line ISPs
Home broadband IPs come from two Montenegrin networks: Crnogorski Telekom and m:tel, the same two operators that carry our mobile traffic. Between them they reach the capital, the coast and the north-east, so a residential session looks like an ordinary Montenegrin home connection rather than a server.
Small market, honest numbers. A country of about 620,000 people will never have the thousands of cities and ISPs that Germany or the UK have. What matters is that the IPs are real local homes and SIM cards, not a rented server range. For most jobs, country-level rotation across Montenegro works best. Narrow down to Podgorica, Budva or Herceg Novi only when the page you are checking changes by town.
What teams use Montenegrin proxies for
Common workloads on our Montenegrin network
E-commerce price monitoring
Track prices, stock and delivery fees on Ananas.me and Voli.me exactly as Montenegrin shoppers see them, with local promotions and delivery zones.
Classifieds & property data
Collect car, property and rental listings from Oglasi.me and Estitor to follow asking prices in Podgorica, Budva, Tivat and Herceg Novi.
Local SEO & SERP tracking
Check Google.me rankings, map packs and ads from Podgorica or the coast, in Latin or Cyrillic queries, instead of a generic Balkan location.
Ad verification
Confirm that campaigns targeted at Montenegro actually render on local news sites such as Vijesti.me and on the placements you paid for, and catch fraudulent placements early.
Social media management
Run Montenegrin accounts from mobile IPs on Crnogorski Telekom or m:tel, so logins look like a local phone rather than a server.
Travel & hospitality pricing
Compare hotel, apartment and car-hire prices shown to visitors in Budva, Tivat or Herceg Novi against those shown in Podgorica or abroad.

Free Montenegro proxy lists vs paid Montenegrin proxies
Why free lists rarely work on Montenegrin sites
Free Montenegro proxy lists are easy to find, but most entries are open servers that have been scanned and abused by thousands of other users. They go offline within hours and are already blacklisted by the Montenegrin sites you want to reach. In a country this small, a free list may hold only a handful of Montenegrin entries, if any.
| Free Montenegro proxy lists | ProxyEmpire Montenegrin proxies | |
|---|---|---|
| IP source | Open or hijacked servers, mostly data centres | Real Montenegrin homes and Crnogorski Telekom and m:tel SIM cards |
| Uptime | Minutes to hours before an IP disappears | Always-on pool, with rotating or sticky sessions |
| Blocks | Usually blacklisted on major Montenegrin sites | Looks like an ordinary local visitor |
| Targeting | Country at best | Region, city, ZIP, ISP, ASN and OS fingerprint |
| Security | Unknown operator can log or alter your traffic | Authenticated access over HTTP(S) or SOCKS5 |
| Cost | Free | From $1.50/GB, with a $1.97 trial |

Montenegro proxy FAQ
Straight answers
What is a Montenegrin proxy (ME proxy)?
A Montenegrin proxy, or ME proxy, is a proxy server that gives you a Montenegro IP address, so websites treat you as a local visitor. A Montenegro residential proxy goes one step further: it routes your traffic through a real Montenegrin household’s internet connection, so websites see a genuine local visitor on Crnogorski Telekom or m:tel instead of a data centre. That makes it far less likely to be blocked or shown non-local content.
Can I target Montenegrin cities or ISPs?
Yes. You can target 6 municipalities (Podgorica, Budva, Herceg Novi, Tivat, Berane and RoΕΎaje), 3 cities (Podgorica, Budva and Herceg Novi) and 2 local ISPs, Crnogorski Telekom and m:tel. Residential and mobile proxies can also be targeted by ZIP code, ASN and OS fingerprint.
Can I get a Podgorica IP?
Yes. Podgorica can be chosen as a region or as a city, on both residential and mobile proxies. For NikΕ‘iΔ, Bar, Kotor or other towns that are not listed, use country-level targeting and the pool will rotate across Montenegro.
Do you offer Montenegrin mobile proxies?
Yes. Rotating mobile proxies are available on Crnogorski Telekom and m:tel, two of Montenegro’s three mobile networks. Mobile IPs are shared by many real subscribers, which makes them among the hardest IPs for websites to block.
Do you have Montenegrin datacenter proxies?
No. Datacenter IPs are not offered in Montenegro. If you need cheap datacenter traffic in the region, our nearest datacenter locations are Serbia, Croatia and Italy. For Montenegrin sites themselves, residential or mobile IPs work far better anyway.
How much do Montenegro proxies cost?
Rotating residential starts at $1.50/GB on larger plans and rotating mobile at $2.00/GB. Montenegrin targeting is included at no extra charge, and you can start with a $1.97 trial.
Can I keep the same Montenegrin IP?
Yes. Rotating residential and mobile proxies both support sticky sessions, which keep the same Montenegrin IP across requests instead of switching to a new IP on every request. Static residential IPs are not offered in Montenegro; if you need a permanently fixed IP nearby, our closest static location is Italy.
Which protocols and tools are supported?
HTTP, HTTPS and SOCKS5. You can add the endpoint as a Montenegro proxy server in any scraper, headless browser, anti-detect browser or HTTP library, and there is no limit on concurrent sessions.
Why not use a free Montenegro proxy?
Free proxies are slow, blocked on most major sites, and often run by operators who log or resell your traffic. If you are not paying for the product, your data usually is the product. For anything work-related, a paid residential proxy is safer and far more reliable.
Is using a proxy legal in Montenegro?
Proxies themselves are legal in Montenegro. What matters is how you use them: respect websites’ terms of service and Montenegro’s personal data protection law when collecting personal data.
