Romania at a glance
Why a local IP changes what you see
Romania is one of the largest markets in South-East Europe. Search results on Google.ro, prices on eMAG, Altex and Compari.ro, listings on OLX.ro and the ads served to Romanian users all depend on where the request comes from. A Hungarian or German IP gives you a different page, often in a different language and currency.
Romanian sites also check what kind of network a visitor is on. On well-protected sites, traffic from a data centre gets flagged as a bot straight away. Traffic from a Digi or Orange home connection looks like an ordinary Romanian customer, because that is what it is.
| Fact | Figure | Why it matters for proxy work |
|---|---|---|
| Population | 19.04 million (1 January 2026) | A large pool spread over 41 counties, so city and ISP targeting lets you sample real regional differences. |
| Currency | Romanian leu (RON) | Romania has not adopted the euro, so local shops price in lei. Only a Romanian IP reliably shows local prices, VAT and delivery fees. |
| Language & script | Romanian, Latin script | Local SERPs and social feeds only show up properly for Romanian IPs and locale settings. |
| Mobile networks | Orange, Vodafone, Digi | All three national carriers are on our network. Telekom Romania Mobile was taken over by Vodafone and Digi in October 2025. |
| EU member | Since 2007 | GDPR applies, and EU geo-restricted content treats Romanian IPs as fully European. |
| Schengen area | Full member since 1 January 2025 | Romania is inside the EU’s border-free zone, and cross-border shopping and travel sites treat it as a core EU market. |

What our Romania coverage actually reaches
Read from the live API, not a brochure
Most providers list Romania as a single country checkbox. Here you can pin a session to the county, city and network your target cares about. This is the targeting available on the ProxyEmpire network today, pulled from the same API our dashboard uses.
All 41 counties and Bucharest
95 targetable cities and towns
Coverage goes well beyond Bucharest and Cluj-Napoca. Bucharest’s six sectors can be targeted one by one, and so can Black Sea resorts, mountain towns and county seats. The 70 best-known locations:
Coastal towns like Mangalia and Techirghiol and the mountain town of ZΔrneΘti can each be targeted separately. That matters for travel and hotel price checks, where a visitor on the coast often sees different offers from someone in Bucharest.
Mobile carriers
Telekom Romania Mobile is still available as a separate targeting option, although its customers have been transferred to Vodafone (post-paid) and Digi (pre-paid) following the 2025 takeover.
Fixed-line ISPs
The main national broadband networks are covered: Digi (RCS & RDS), Orange Romania, including the former Telekom Romania fixed network now run as Orange Romania Communications, and Vodafone Romania. Smaller networks such as Intersat, NextGen Communications and the RoEduNet academic network can be targeted too.
Why network diversity matters. Anti-bot systems look at which network a request comes from. Romanian home broadband is dominated by a few large operators, so the most natural-looking traffic mixes them the way real households do. Our pool combines Digi, Orange and Vodafone lines nationwide with smaller networks, so your requests blend in with ordinary Romanian users.
What teams use Romanian proxies for
Common workloads on our Romanian network
E-commerce price monitoring
Track prices, stock and delivery fees on eMAG, Altex, Compari.ro and OLX.ro exactly as Romanian shoppers see them, in lei and with local promotions.
Local SEO & SERP tracking
Check Google.ro rankings, map packs and ads from Bucharest, Cluj-Napoca or IaΘi instead of a generic EU location.
Ad verification
Confirm that campaigns targeted at Romania actually render, in Romanian, on the placements you paid for, and catch fraudulent placements before they burn budget.
Social media management
Run Romanian accounts from mobile IPs on Orange, Vodafone or Digi, or pin each account to its own static residential IP.
Travel & hospitality pricing
Compare hotel and flight prices shown to visitors in ConstanΘa, Mangalia or BraΘov against those shown in Bucharest or abroad.
Property & auto market research
Collect listings and asking prices from Storia.ro, Autovit.ro and OLX.ro classifieds at scale without CAPTCHAs or geo-blocks.

Free Romania proxy lists vs paid Romanian proxies
Why free lists rarely work on Romanian sites
Free Romania proxy lists are easy to find, but most entries are open servers that have been scanned and abused by thousands of other users. They go offline within hours and are already blacklisted by the Romanian sites you want to reach.
| Free Romania proxy lists | ProxyEmpire Romanian proxies | |
|---|---|---|
| IP source | Open or hijacked servers, mostly data centres | Real Romanian homes and Orange, Vodafone and Digi SIM cards |
| Uptime | Minutes to hours before an IP disappears | Always-on pool, with rotating, sticky or static IPs |
| Blocks | Usually blacklisted on major Romanian sites | Looks like an ordinary local visitor |
| Targeting | Country at best | Region, city, ZIP, ISP, ASN and OS fingerprint |
| Security | Unknown operator can log or alter your traffic | Authenticated access over HTTP(S) or SOCKS5 |
| Cost | Free | From $1.50/GB, with a $1.97 trial |

Romania proxy FAQ
Straight answers
What is a Romanian proxy (RO proxy)?
A Romanian proxy, or RO proxy, gives you a Romanian IP address so websites treat you as a local visitor. A Romania residential proxy goes one step further: it routes your traffic through a real Romanian household’s internet connection, so websites see a genuine local visitor on a network like Digi or Orange instead of a data centre. That makes it far less likely to be blocked or shown non-local content.
Can I target specific Romanian cities or ISPs?
Yes. You can target all 41 counties and Bucharest, 95 cities and towns (including each of Bucharest’s six sectors), and local ISPs such as Digi, Orange and Vodafone. Residential and mobile proxies can also be targeted by ZIP code, ASN and OS fingerprint. Datacenter and static residential proxies are targeted at country level.
Do you offer Romanian mobile proxies?
Yes. Rotating mobile proxies are available on Orange, Vodafone and Digi, and Telekom Romania Mobile is still listed as a separate target. Mobile IPs are shared by many real subscribers, which makes them among the hardest IPs for websites to block.
How much do Romania proxies cost?
Rotating residential starts at $1.50/GB on larger plans, rotating mobile at $2.00/GB and rotating datacenter at $0.35/GB. Static residential IPs cost $3.50 for a single IP and go down to $2.00 per IP a month at 2,000 IPs. Romanian targeting is included at no extra charge, and you can start with a $1.97 trial.
Do you have Romanian datacenter proxies?
Yes. Rotating datacenter proxies with Romanian IPs start at $25 for 40 GB and go down to $0.35/GB on larger plans. They are targeted at country level and suit high-volume work on sites with light bot protection. For well-protected sites, use residential or mobile IPs instead.
Can I keep the same Romanian IP?
Yes, in two ways. Rotating residential, mobile and datacenter proxies all support sticky sessions, which keep the same Romanian IP across requests instead of switching on every request. If you need a fixed Romanian IP, static residential proxies give you a dedicated residential IP for the whole month, with traffic included.
Which protocols and tools are supported?
HTTP, HTTPS and SOCKS5. The proxies work with any scraper, headless browser, anti-detect browser or HTTP library, and there is no limit on concurrent sessions.
Why not use a free Romania proxy?
Free proxies are slow, blocked on most major sites, and often run by operators who log or resell your traffic. If you are not paying for the product, your data usually is the product. For anything work-related, a paid residential proxy is safer and far more reliable.
Is using a proxy legal in Romania?
Proxies themselves are legal in Romania and across the EU. What matters is how you use them: respect websites’ terms of service and GDPR when collecting personal data.
