Israeli IPs from real homes and SIM cards
Israeli proxies on real home broadband and the Cellcom, Partner, Pelephone and HOT Mobile networks. Our Israel proxies reach all six districts and 80 cities and towns, from Tel Aviv and Jerusalem to Haifa, Beersheba and Eilat, with rotating or sticky sessions, or keep a fixed static IP.
Israel proxy servers priced per GB, not per IP. Unused bandwidth rolls over.

Three ways to get an Israeli IP
Rotating residential
Home broadband IPs across Israel, from the Tel Aviv metro to towns in the Galilee and the Negev. Best for scraping, price monitoring and SERP tracking.
- District, city, ZIP, ISP and ASN targeting
- New IP per request or sticky sessions
- OS fingerprint targeting (Windows, macOS, Linux, Android)
Rotating mobile
Mobile IPs on Cellcom, Partner, Pelephone and HOT Mobile, plus WeCom and 019 Mobile. Best for social media, app testing and the strictest anti-bot systems.
- District, city, ZIP, carrier and ASN targeting
- OS fingerprint targeting
- Rotate on demand or keep a sticky session
Rotating datacenter
Fast, low-cost Israeli datacenter IPs. Best for high-volume jobs on sites with light bot protection.
- Israel country-level targeting
- New IP per request or sticky sessions
- Lowest cost per GB for bulk traffic
- Plans from 40 GB for $25
Static residential
A fixed Israeli residential IP that stays yours. Best for account management and long-running logins.
- The same Israeli IP all month
- Traffic included (100 GB fair-use soft cap per IP)
- Israel country-level targeting
- From $3.50 for a single IP
Israel at a glance
Why a local IP changes what you see
Israeli websites show Israeli visitors a different internet. Search results on Google.co.il, prices in shekels on Zap and KSP, delivery slots on Shufersal’s online store and the ads served on Hebrew news sites all depend on where a request comes from. A request from a foreign server often lands on an English or international version instead.
Location inside Israel matters too. Eilat is a VAT-free area, so a price checked from Eilat can differ from the same product checked from Tel Aviv or Haifa. Rents and listings on Yad2 and Madlan vary sharply from the centre of the country to the north and south, and local ads follow the same lines.
Israeli sites also check the network. On well-protected sites, data-centre traffic is flagged as a bot straight away, while a Bezeq or HOT home connection, or a phone on Cellcom or Partner, looks like an ordinary Israeli customer, because that is what it is.
| Fact | Figure | Why it matters for proxy work |
|---|---|---|
| Population | About 10.3 million (September 2026 estimate) | A compact market of large metro areas and small towns, so city targeting shows the difference between, say, Tel Aviv and Beersheba. |
| Districts | Six: Jerusalem, Northern, Haifa, Central, Tel Aviv and Southern | Our region targeting uses the same six districts, so you can see a page as a visitor in the Central or Southern District sees it. |
| Currency | New Israeli shekel (ILS, ₪), issued by the Bank of Israel | Prices, delivery charges and card offers are shown in shekels to Israeli visitors, so they have to be read on the Israeli version of a site. |
| VAT | 18% standard rate since January 2025; Eilat is a VAT-free area | Consumer prices include VAT, and Eilat prices can differ, so price checks are worth running from more than one city. |
| Language & script | Hebrew, written right to left; Arabic is also widely used | Hebrew pages use right-to-left layouts, so ads and landing pages should be checked as they render for Israeli visitors. |
| Mobile networks | Cellcom, Partner, Pelephone and HOT Mobile, plus smaller brands such as WeCom and 019 Mobile | We reach all four main networks, so mobile sessions match the networks Israelis actually use. |

What our Israel coverage actually reaches
Read from the live API, not a brochure
Many providers list Israel as a single country checkbox. Here you can pin a session to the district, city and network your target cares about. This is the targeting on the ProxyEmpire network today, from the same API our dashboard uses.
All six districts
The API returns six regions, one for each of Israel’s six administrative districts:
80 targetable cities and towns
Coverage runs well beyond Tel Aviv and Jerusalem, into the Sharon, the Galilee, the Negev and Eilat. Here are 80 of them; each can be targeted on its own:
Mobile carriers
All four of Israel’s main mobile networks are in our mobile pool, together with WeCom (formerly We4G, from the Xfone 018 group) and 019 Mobile. Golan Telecom, owned by Cellcom since 2020, and Rami Levy, which runs on Pelephone’s network, are not separate options.
Fixed-line ISPs
The big national providers are covered: Bezeq, HOT, Partner, Cellcom, yes, 019 and Xfone 018, along with 099 Primo and Internet Rimon. So are smaller and local networks such as Coolnet, Mazayanet, Nahef Network, Amit Net, FlashFiber, GFiber and P2P Fiber: more than 20 separate networks in total.
Why the network mix matters. Israel’s home broadband is sold by a handful of large brands, so a pool built on one of them is easy to spot. IPs spread across Bezeq, HOT, the mobile operators’ fibre services and the smaller local networks look like ordinary Israeli households.
What teams use Israeli proxies for
Common workloads on our Israeli network
E-commerce price monitoring
Track prices, stock and delivery options on Zap, KSP, Ivory and Shufersal’s online store exactly as Israeli shoppers see them, in shekels and including VAT.
Local SEO & SERP tracking
Check Google.co.il rankings, map packs and ads from Tel Aviv, Jerusalem or Haifa, in Hebrew or English, not from one generic location.
Property & classifieds data
Collect listings from Yad2 and Madlan to follow rents, house prices and second-hand car prices city by city.
Ad verification & localisation
Confirm that campaigns aimed at Israel run on the placements you paid for, and that right-to-left Hebrew ads and landing pages display correctly.
Social media & app testing
Run Israeli accounts and test apps from mobile IPs on Cellcom, Partner, Pelephone or HOT Mobile, so sessions look like a local phone rather than a server.
Travel & fare pricing
Compare flight, hotel and holiday prices as they appear to travellers booking from Israel, and check how they change from abroad.

Static residential IPs in Israel
Israel is one of the few countries where we sell static residential proxies. You pay per IP per month instead of per GB, and traffic is included.
| Static residential | IPs | Price per IP / month | Traffic | |
|---|---|---|---|---|
| Single IP | 1 | $3.50 | Included, 100 GB fair-use cap per IP | Buy |
| Volume — lowest price | 2,000 | $2.00 | Included, 100 GB fair-use cap per IP | Buy |
Volume steps in between are listed on the static residential proxies page.

Free Israel proxy lists vs paid Israeli proxies
Why a free Israel proxy rarely works
Free Israel proxy lists are easy to find, but most entries are open servers already abused by thousands of users. They go offline within hours and are blacklisted by the Israeli sites you want to reach.
| Free Israel proxy lists | ProxyEmpire Israeli proxies | |
|---|---|---|
| IP source | Open or hijacked servers, mostly data centres | Real Israeli homes and Cellcom, Partner, Pelephone and HOT Mobile SIM cards |
| Uptime | Minutes to hours before an IP disappears | Always-on pool, with rotating, sticky or static IPs |
| Blocks | Usually blacklisted on major Israeli sites | Looks like an ordinary local visitor |
| Targeting | Country at best | District, city, ZIP, ISP, ASN and OS fingerprint |
| Security | Unknown operator can log or alter your traffic | Authenticated access over HTTP(S) or SOCKS5 |
| Cost | Free | From $1.50/GB, with a $1.97 trial |

Israel proxy FAQ
Straight answers
What is an Israeli proxy (פרוקסי ישראלי)?
An Israeli proxy, or Israel proxy server, gives you an Israeli IP address, so websites treat you as a visitor from Israel. An Israel residential proxy goes one step further: it routes your traffic through a real Israeli household’s internet connection, on a network like Bezeq, HOT or Partner, instead of a data centre. That makes it far less likely to be blocked.
Can I target specific Israeli districts, cities or ISPs?
Yes. You can target all six districts, 80 cities and towns and more than 20 local ISPs, from Bezeq and HOT to smaller local networks. Israeli residential proxies and mobile proxies can also be targeted by ZIP code, ASN and OS fingerprint. Datacenter and static residential proxies are targeted at country level.
Do you offer Israeli mobile proxies?
Yes. Rotating mobile proxies are available on all four main Israeli networks, Cellcom, Partner, Pelephone and HOT Mobile, as well as WeCom and 019 Mobile. Mobile IPs are shared by many real subscribers, which makes them among the hardest IPs for websites to block.
Do you have Israeli datacenter proxies?
Yes. Rotating datacenter proxies with Israeli IPs start at $25 for 40 GB and go down to $0.35/GB. They are targeted at country level and suit high-volume work on lightly protected sites; for well-protected sites, use residential or mobile IPs.
Do you sell static residential IPs in Israel?
Yes. You get a dedicated Israeli residential IP that stays the same all month, from $3.50 for one IP down to $2.00 per IP at 2,000 IPs, traffic included under a 100 GB fair-use cap.
How much do Israel proxies cost?
Rotating residential starts at $1.50/GB on larger plans, rotating mobile at $2.00/GB and rotating datacenter at $0.35/GB. Static residential IPs cost $3.50 for a single IP and go down to $2.00 per IP a month at 2,000 IPs. Israeli targeting is included at no extra charge, and you can start with a $1.97 trial.
Can I keep the same Israeli IP?
Yes. Rotating residential, mobile and datacenter proxies all support sticky sessions, which keep the same Israeli IP across requests instead of switching on every request. If you need a fixed Israeli IP, static residential proxies give you a dedicated residential IP for the whole month, with traffic included.
Which protocols and tools are supported?
HTTP, HTTPS and SOCKS5. The proxies work with any scraper, headless browser, anti-detect browser or HTTP library, and there is no limit on concurrent sessions.
Why not use a free Israel proxy?
Free proxies are slow, blocked on most major sites, and often run by operators who log or resell your traffic. For anything work-related, a paid residential proxy is safer and far more reliable.
Can I use proxies for business in Israel?
Yes. Proxies are a standard tool for price monitoring, SEO and ad verification in Israel. What matters is how you use them: respect websites’ terms of service, and follow Israel’s Protection of Privacy Law whenever you collect personal data.
