Why a local IP changes what you see
Search results on Google.lv, prices on 220.lv and Salidzini.lv, listings on SS.com and City24.lv, and the ads shown to Latvian users all depend on where a request comes from. An Estonian or Lithuanian IP often gets a different storefront, a different language or a different offer.
Many Latvian sites also run Latvian, Russian and English versions side by side, and which one a visitor sees first can depend on location. A Latvian proxy shows you the page a local visitor gets, whether in Riga or in Daugavpils.
Latvian sites also check what kind of network a visitor is on, and on well-protected sites data centre traffic gets flagged as a bot straight away. Traffic from a Tet or Balticom home connection looks like an ordinary Latvian customer, because that is what it is.

Ogre and Valmiera are listed under their town names but cover the wider municipality. The other 29 counties, including Sigulda, Kuldīga, Madona and Jēkabpils, are not separate targets at the moment.

Every city in the API is listed below, from Riga to the regional centres and smaller towns:
Jūrmala, the seaside resort west of Riga, can be targeted separately from the capital, which helps with hotel and travel price checks. Lielvārde, a town in Ogre Municipality, is its own city target; Ropaži Municipality is a region target only.
Mobile carriers
These are all three of Latvia’s national mobile networks (Latvijas Mobilais Telefons, Tele2 and Bite Latvija), so no major network is missing. Bite appears in our network data under its group’s Lithuanian name, Bite Lietuva, but the IPs are Latvian. At city level, Latvian mobile IPs are currently listed under Riga.
Fixed-line ISPs
The big national networks are covered: Tet (the former Lattelecom), LMT, Tele2 and Bite. Behind them come cable and fibre providers from Riga and the regions, such as Balticom, Ostkom, Livas, Netvision and Telenet. That gives 10 Latvian networks you can target by name.
Why the network mix matters. Anti-bot systems look at which network a request comes from, and a pool built on one big provider is easy to spot. Having IPs on smaller networks too, such as a cable company in Riga’s suburbs or a regional fibre provider, is what makes your traffic look like ordinary Latvian households.
