News sites publish in Dhivehi, such as Sun.mv, or in English, such as Edition.mv, and shops list prices in rufiyaa. Our region level for the Maldives is the administrative division: the city of Malé or a single atoll. Residential IPs can be targeted in three of them:

Malé alone held 41% of residents at the 2022 census. Kaafu Atoll is the atoll around the capital, run separately from the city itself; Shaviyani and Lhaviyani (Faadhippolhu) lie further north. The other atolls cannot be selected on their own today, and a country-level session draws on the whole Maldives pool.
1 targetable Maldivian location: Malé
The API returns one city for the Maldives, on both residential and mobile: Malé. On residential, Malé is also the only location listed under Kaafu Atoll, and Shaviyani Atoll has no locations of its own, so pick the atoll as a region instead. We don’t list islands we can’t target.
Maldives mobile proxy carriers
The Maldives has two mobile networks, Dhiraagu and Ooredoo Maldives, the two companies licensed by the Communications Authority of Maldives to provide all telecom services nationwide. Both are in our mobile pool, so no network is missing, and in Malé you can choose either one. In Lhaviyani Atoll the API does not break the pool down by carrier.
Maldivian ISPs in the residential pool
Residential IPs come from three networks: Dhiraagu (the API also lists it under its full name, Dhivehi Raajjeyge Gulhun), Ooredoo Maldives, and Starlink, which is licensed locally as Starlink Services Maldives to provide satellite internet to homes and small businesses. All three can be targeted in Malé; in Kaafu Atoll the residential pool is on Dhiraagu. Smaller island internet providers are not in our pool.
Honest counts, real addresses. Three home networks, two mobile carriers and one city will not put an IP on every island, but they do cover the capital, where four in ten residents live, and three atolls beyond it.
