Need the same IP for weeks at a time? Static residential proxies are not offered in Norway. The nearest static locations are Germany, the Netherlands and the UK, or use sticky sessions to hold the same Norwegian IP on residential or mobile. Datacenter IPs are not available in Norway either.

Why a local IP changes what you see
Google.no results, prices at Komplett and ElkjΓΈp, listings on FINN.no and the ads shown to Norwegian users all depend on where a request comes from. Norway is not in the EU, and most Nordic retailers run a separate Norwegian store with its own prices in kroner, so a visitor from Sweden or Denmark sees a different shop.
Norwegian sites also check the network type. Data centre traffic is flagged as a bot straight away on well-protected sites, while a Telenor, Telia or Altibox home connection looks like an ordinary Norwegian customer, because it is one.

All 15 of Norway’s counties
The region level for Norway is the county (fylke), and it follows the current map: the 15 counties in place since 1 January 2024, when Viken was split into Γstfold, Akershus and Buskerud, Vestfold og Telemark into Vestfold and Telemark, and Troms og Finnmark into Troms and Finnmark. Every county can be targeted, and every county has at least one targetable town.

The 70 locations are towns plus districts and suburbs of the larger cities: Heimdal in Trondheim, Nesttun, Loddefjord and RΓ₯dal in Bergen, and Sandvika, HΓΈvik Verk and Haslum in BΓ¦rum are separate targets. All 70, by part of the country:

Coverage is densest around Oslo and in the south-east, where most Norwegians live. The north is thinner: Finnmark has one target, Hammerfest, although every county can still be targeted as a whole.
Mobile carriers
Norway has three national mobile networks, and two of them are covered: Telenor and Telia, which together hold about 73% of Norwegian mobile subscriptions. Ice, the third network (owned by Lyse), is not in our mobile pool at the moment. Many smaller brands run on the two covered networks: Talkmore on Telenor’s, and OneCall, Chilimobil and MyCall on Telia’s.
Fixed-line ISPs
The five largest fixed broadband providers are covered: Altibox, Telenor, Telia, GlobalConnect and NextGenTel, which together hold about 86% of Norwegian fixed broadband subscriptions. Behind them come local energy and fibre companies such as NTE in TrΓΈndelag, Tussa and Svorka in MΓΈre og Romsdal, NordmΓΈre Energiverk (Neas), Enivest in Vestland, Signal BredbΓ₯nd in Northern Norway and Modum Kabel-TV in Buskerud, plus OBOS’s housing-cooperative networks and 3net. Counting obvious duplicates once, that is more than 12 distinct Norwegian networks.

Why free lists rarely work on Norwegian sites
Search for “free proxies Norway” or a Norway proxy server list and you will find plenty, but most entries are open servers already scanned and abused by thousands of other users. They go offline within hours and are blacklisted by the Norwegian sites you want to reach.

What is a Norwegian proxy (Norway proxy)?
A Norwegian proxy, or Norway proxy server, gives you a Norway IP address so websites treat you as a local visitor. A Norway residential proxy goes further: it routes your traffic through a real Norwegian household’s connection on a network like Telenor, Telia or Altibox, not a data centre, so it is far less likely to be blocked.
Can I target specific Norwegian cities, counties or ISPs?
Yes. You can target all 15 counties and 70 locations, from Oslo and Bergen to TromsΓΈ and Hammerfest, including districts such as Heimdal in Trondheim and Nesttun in Bergen. ISP targeting covers Altibox, Telenor, Telia, GlobalConnect, NextGenTel and several local fibre networks. Residential and mobile proxies can also be targeted by ZIP, ASN and OS fingerprint.
Do you offer Norwegian mobile proxies?
Yes, on Telenor and Telia, the two largest Norwegian mobile networks. Ice is not in the mobile pool at the moment. Mobile IPs are shared by many real subscribers, which makes them among the hardest traffic to block.
Do you have Norway datacenter or static IPs?
Not at the moment. Datacenter and static residential proxies are not offered with Norwegian IPs. For a long-lived Norwegian IP, use a sticky session on residential or mobile. If a fixed IP elsewhere in Europe works for you, static residential IPs are sold in Germany, the Netherlands and the UK.
How much do Norway proxies cost?

Can I keep the same Norway IP address?
Yes. Rotating residential and mobile proxies both support sticky sessions, which keep the same Norway IP address active across requests instead of switching on every request.
Which protocols and tools are supported?
HTTP, HTTPS and SOCKS5. The proxies work with any scraper, headless browser, anti-detect browser or HTTP library, and there is no limit on concurrent sessions.
Why not use a free Norway proxy?
Free proxies are slow, blocked on most major sites, and often run by operators who log or resell your traffic. If you are not paying for the product, your data usually is the product. For anything work-related, a paid residential proxy is safer and far more reliable.
Is using a proxy legal in Norway?
Proxies themselves are legal in Norway. What matters is how you use them: respect each site’s terms of service, and follow the GDPR, which applies in Norway through the EEA and the Personal Data Act (personopplysningsloven), when you collect personal data.
