Need the same IP for weeks at a time? Static residential proxies are not offered in Estonia. The nearest static location is Poland, or use sticky sessions to hold the same Estonian IP on residential or mobile. Datacenter IPs are not available in Estonia either.

Why a local IP changes what you see
Search results on Google.ee, prices at Kaup24 and Arvutitark, listings on KV.ee and Auto24, and the ads shown to Estonian users all depend on where a request comes from. A Finnish or Latvian IP often gets a different storefront, a different language or a different offer.
Language adds a second layer. Many Estonian sites run Estonian, Russian and English versions side by side, and which one a visitor sees first can depend on location and browser settings. With a proxy in Estonia you see the page a local visitor sees, whether that is a shopper in Tallinn or a Russian-speaking household in Narva.
Estonian sites also check what kind of network a visitor is on. On well-protected sites, traffic from a data centre gets flagged as a bot straight away. Traffic from a Telia or STV home connection looks like an ordinary Estonian customer, because that is what it is.

9 of Estonia’s 15 counties
The region level for Estonia is the county (maakond). Hiiu, Jõgeva, Lääne, Rapla, Saare and Võru counties are not separate targets at the moment, so towns such as Kuressaare, Haapsalu or Võru cannot be chosen on their own. Järva County can be targeted as a region, although none of its towns is a separate city target.

Narva sits on the Russian border and Valga on the Latvian one, so both are useful when a site treats border towns differently from the capital.
Mobile carriers
These are all three of Estonia’s national mobile networks, so no major network is missing. Prepaid brands in Estonia run on these same three networks.
Fixed-line ISPs
The big national networks are covered: Telia Eesti, Elisa Eesti and STV, which together hold about nine in ten Estonian fixed internet subscriptions, plus Tele2. Behind them come smaller providers: Infonet in Tallinn, Telset, which serves Tallinn, Tartu, Pärnu and smaller towns, and Fill Networks around Narva and Rakvere. That gives 7 Estonian networks you can target by name.
Why the network mix matters. Anti-bot systems look at which network a request comes from, and a pool built on one big provider is easy to spot. Having IPs on smaller networks too, such as a local provider in Ida-Viru or a smaller Tallinn network, is what makes your traffic look like ordinary Estonian households.

An Estonian proxy, or Estonia proxy server, gives you an Estonian IP address so websites treat you as a local visitor. An Estonia residential proxy goes one step further: it routes your traffic through a real Estonian household’s connection on a network like Telia, Elisa or STV instead of a data centre, so it is far less likely to be blocked.
Can I target specific Estonian counties, cities or ISPs?
Yes. You can target 9 of Estonia’s 15 counties, 15 locations from Tallinn and Tartu to Narva and Pärnu, and 7 local ISPs, including Telia Eesti, Elisa Eesti, STV and Tele2. Residential and mobile proxies can also be targeted by ZIP code, ASN and OS fingerprint. Hiiu, Jõgeva, Lääne, Rapla, Saare and Võru counties are not separate targets at the moment.
Do you offer Estonian mobile proxies?
Yes. Rotating mobile proxies are available on all three Estonian networks: Telia, Elisa and Tele2. Mobile IPs are shared by many real subscribers, which makes them among the hardest IPs for websites to block.
Do you have Estonia datacenter or static IPs?
Not at the moment. Datacenter and static residential proxies are not offered with Estonian IPs. For a long-lived Estonian IP, use a sticky session on residential or mobile. If a fixed IP elsewhere in the region works for you, static residential IPs are sold in Poland.
How much do Estonia proxies cost?

Is there a free Estonia proxy list that works?
Free Estonia proxy lists exist, but they are short, and many entries are not actually in Estonia or stop working within hours. Those that do work are open servers shared with strangers, often blocked on major Estonian sites, and run by operators who can log or alter your traffic. A free list can be enough to glance at a public page once; for anything work-related, a paid residential proxy is safer and far more reliable.
Is using a proxy in Estonia legal?
