Residential proxies reach 18 of the 20 counties plus the City of Zagreb. Karlovac County and Lika-Senj County are not in the pool at the moment; for those areas, stay at country level. Mobile proxies list five of them as regions: the City of Zagreb, Krapina-Zagorje, Meฤimurje, Primorje-Gorski Kotar and Istria.

Mobile carriers
These are the three operators that run Croatia’s mobile networks, so a mobile session can match whichever network your audience uses. A1 also appears as Vipnet, its name until 2018; it is the same network.
Fixed-line ISPs
Home broadband IPs come from 10 Croatian networks you can target by name. The largest are Hrvatski Telekom (including its Iskon brand), A1 Hrvatska and Optima Telekom, now owned by Telemach Hrvatska. Behind them come regional operators: Pro-Ping, based in Pitomaฤa and serving Podravina and Slavonia; Magic Net around Varaลพdin and ฤakovec; 4Tel in Samobor; Fenice Telekom Grupa (Fibernet) in Rijeka; and BT Net in Zagreb. CARNET, the academic and research network, and Starlink satellite connections are in the pool too.
Why the network mix matters. Anti-bot systems check which network a request comes from, and a pool built on one provider is easy to spot. National operators plus regional fibre networks make your traffic look like ordinary Croatian households.
