Real Cuban IPs on the national network
Cuban proxies on real residential connections and ETECSA’s Cubacel mobile network. Run a Cuba proxy from Havana, Bayamo, Cienfuegos, Ciego de Ávila or San Germán to see sites and apps the way people in Cuba see them, with rotating or sticky sessions.
Pay per GB, not per IP. Unused bandwidth rolls over.

Two ways to get a Cuban IP address
Rotating residential
Residential IPs in Havana and four more Cuban cities. Best for market research, price checks and seeing Cuba-facing sites as a local visitor would.
- Province, city, ZIP, ISP and ASN targeting
- New IP per request or sticky sessions
- OS fingerprint targeting (Windows, macOS, Linux, Android)
Rotating mobile
Cuban mobile IPs on Cubacel, the network of ETECSA, Cuba’s only mobile operator. Mobile IPs are currently located in Havana. Best for app testing and mobile-first checks.
- City, carrier and ASN targeting
- OS fingerprint targeting
- Rotate on demand or keep a sticky session
Need the same IP for weeks at a time? Static residential proxies are not offered in Cuba. The nearest static location is the United States, or use sticky sessions to hold the same Cuban IP on residential or mobile. Datacenter IPs are not available in Cuba either.
Cuba at a glance
Why a local IP changes what you see
Sites and apps built for people in Cuba often behave differently for visitors from abroad. Prices, the currency they are shown in, which services are available and how fast a page loads can all depend on where a request comes from, and on the network it arrives on.
Almost every connection in Cuba runs on one operator, ETECSA, and most people go online from a phone rather than a home line. A request from an ETECSA address in Havana is what a Cuba-facing service expects to see. A request from a foreign data centre is not, so the only reliable way to check what Cuban users get is to use a Cuban IP.
| Fact | Figure | Why it matters for proxy work |
|---|---|---|
| Population | 9.43 million (effective population, 31 December 2025) | A market of about 9.4 million, and our coverage includes Havana, the most populous province. |
| Provinces | 15, plus the special municipality of Isla de la Juventud | We cover 5 of the 15: Havana, Cienfuegos, Ciego de Ávila, Granma and Holguín. |
| Capital | Havana (La Habana) | The largest city and the main location for both residential and mobile IPs on our network. |
| Currency | Cuban peso (CUP), the single official currency since 1 January 2021 | Check which prices and currency a visitor in Cuba is actually shown, rather than the version served abroad. |
| Language | Spanish | Local search results, app stores and news sites show up in Cuban Spanish only with a local IP and locale. |
| Time zone | UTC−5, UTC−4 with daylight saving | Schedule daily checks on Havana time, usually the same as US Eastern time. |
| Telecom operator | ETECSA: Cubacel mobile and Nauta internet | One operator carries almost all Cuban traffic, so ETECSA IPs are what real local users look like. |
| Mobile data lines | About 8 million active lines, 95% set up for internet (January 2025) | Phones are how most Cubans go online, which makes mobile IPs the most natural-looking traffic. |
| Home internet | Nauta Hogar in about 7.5% of households (January 2025) | Home lines are relatively few, so mobile IPs are the more typical Cuban traffic. |

What our Cuba proxy coverage actually reaches
Read from the live API, not a brochure
Our Cuban coverage is small, and we would rather say so than pad the numbers. Here is exactly what you can target today, whether you run a proxy Cuba-wide or pin it to one city, pulled from the same API our dashboard uses.
5 of Cuba’s 15 provinces
The five run from the capital in the west, through Cienfuegos on the south coast and Ciego de Ávila in the centre, to Granma and Holguín in the east. The other ten provinces, including Santiago de Cuba, Matanzas and Pinar del Río, are not in the pool at the moment.
5 targetable cities, including Havana
That is one city in each covered province: the capital, three provincial capitals (Bayamo in Granma, Cienfuegos and Ciego de Ávila) and San Germán, a town in Holguín province. For most work, Havana is the location that matters, and it is covered on both residential and mobile.
Mobile carrier
ETECSA is Cuba’s only mobile operator, and Cubacel is its mobile network, so this is the whole national mobile market rather than a partial one. Our Cuban mobile IPs are currently located in Havana, including the Plaza de la Revolución district.
Fixed-line ISPs
Residential IPs also run on ETECSA, which provides home internet under the Nauta Hogar name. There is no second national ISP to add, so a single network name here is simply how the Cuban market works.
Small pool, real addresses. Five cities will not suit a job that needs thousands of different Cuban locations. It does suit the work most teams actually do in Cuba: checking what a local visitor sees, testing an app on the national network and verifying ads from a real Cuban address.
What teams use Cuban proxies for
Common workloads on our Cuban network
Market and price research
See listings and asking prices on Revolico, Cuba’s best-known classifieds site, and on other Cuba-facing stores the way a buyer in Havana sees them.
App and website testing
Test how a Cuba-facing app or site loads on ETECSA’s network: speed, geo rules, sign-up and payment flows, and Android apps listed on Apklis, the Cuban app store.
Ad verification
Confirm that campaigns aimed at Cuba actually render, in Spanish, on the placements you paid for, and that the landing page works for a local visitor.
Local search checks
Check Google.com.cu results and ads from a Cuban address instead of guessing from a US or Spanish location.
Media monitoring
Follow how Cuban news sites such as Cubadebate and Granma publish and load for readers inside the country, for research and archiving.
Travel pricing
Compare hotel, car-rental and tour prices shown from Havana or Cienfuegos with what the same offer costs from abroad.

Free Cuba proxy lists vs paid Cuban proxies
What you actually get from a free Cuban proxy
Many people searching for a Cuban proxy are looking for a free web proxy: a site where you paste a URL and it loads the page for you. ProxyEmpire is not one of those sites and is not connected to any of them. We sell authenticated proxy access with Cuban IP addresses, for use in browsers, scrapers and testing tools.
Free web proxies and free Cuba proxy lists cost nothing, but you rarely know where the server is, who runs it or what it does with your traffic. Here is how they compare with a paid proxy in Cuba.
| Free Cuba proxy lists | ProxyEmpire Cuban proxies | |
|---|---|---|
| IP source | Open or hijacked servers, mostly data centres, not always in Cuba | Real Cuban residential and Cubacel mobile connections |
| Uptime | Minutes to hours before an IP disappears | Always-on pool, with rotating or sticky sessions |
| Blocks | Usually blacklisted on major sites | Looks like an ordinary local visitor |
| Targeting | Country at best | Province, city, ISP, ASN and OS fingerprint |
| Security | Unknown operator can log or alter your traffic | Authenticated access over HTTP(S) or SOCKS5 |
| Cost | Free | From $1.50/GB, with a $1.97 trial |

Cuba proxy FAQ
Straight answers
What is a Cuban proxy (Cuba proxy)?
A Cuban proxy, or Cuba proxy, routes your traffic through a Cuban IP address so websites and apps treat you as a visitor in Cuba. A Cuba residential proxy uses a real residential connection on ETECSA, the national operator, rather than a data centre, and a mobile proxy uses a Cubacel connection.
Is ProxyEmpire a free Cuban web proxy?
No. ProxyEmpire is a paid proxy provider and is not affiliated with any free web-proxy site that uses a similar name. You get authenticated proxy endpoints with Cuban IPs that you plug into a browser or tool, starting with a $1.97 trial.
Can I target specific Cuban cities or ISPs?
Yes. Residential proxies cover 5 of the 15 provinces and 5 cities: Havana, Bayamo, Cienfuegos, Ciego de Ávila and San Germán. All Cuban IPs are on ETECSA, the country’s only operator. You can also target by ZIP code, ASN and OS fingerprint.
Do you offer Cuban mobile proxies?
Yes, on ETECSA’s Cubacel network, which is the whole Cuban mobile market. Our Cuban mobile IPs are currently located in Havana. Mobile IPs are shared by many real subscribers, which makes them among the hardest traffic for websites to block.
Do you have Cuban datacenter or static IPs?
Not at the moment. Datacenter and static residential proxies are not offered with Cuban IPs. For a long-lived Cuban IP, use a sticky session on residential or mobile. If a fixed IP nearby works for you, static residential IPs are sold in the United States.
How much do Cuban proxies cost?
Rotating residential starts at $1.50/GB on larger plans and rotating mobile at $2.00/GB. Cuban targeting is included at no extra charge, and you can start with a $1.97 trial.
Can I keep the same Cuban IP?
Yes. Rotating residential and mobile proxies both support sticky sessions, which hold the same Cuban IP across requests instead of switching on every request.
Which protocols and tools are supported?
HTTP, HTTPS and SOCKS5. The proxies work with any browser, scraper, headless browser, anti-detect browser or HTTP library, and there is no limit on concurrent sessions.
Is a free Cuba proxy list good enough?
For a one-off look at a page, sometimes. For regular work, no. Free entries are slow, often blocked, may not be in Cuba at all and are run by operators who may log your traffic, with no way to choose the city or network.
Is using a proxy legal?
Proxies are a standard networking tool. What matters is how you use them: respect each site’s terms of service and follow the rules that apply to you and to any personal data you collect.
