Why a local IP changes what you see
Rankings on Google.com.br, prices and delivery fees on Mercado Livre and Amazon.com.br, listings on OLX and Zap Imóveis, and the ads served to Brazilian users all depend on where the request comes from. A foreign IP often gets a different page, prices in dollars, or no page at all.
Brazilian sites also check the network: data centre traffic is flagged as a bot straight away, while a Vivo or Claro connection looks like an ordinary Brazilian customer, because it is one.

Vivo, Claro and TIM are Brazil’s three national networks, and all three are on ours; Oi’s mobile business was split among them in 2022. Brisanet runs its own 4G and 5G network in the Northeast, and DB3 is the company behind Giga+ Fibra in the North and Northeast. One regional network is missing: Algar Telecom’s mobile service in the Triângulo Mineiro, although Algar home lines are available as a residential ISP.
Fixed-line ISPs
More than 2,500 Brazilian networks can be targeted by name. The big operators are covered — Vivo, Claro, TIM Live, Algar Telecom and the V.tal fibre network behind Nio (formerly Oi Fibra) — alongside large regional providers such as Brisanet, Desktop, Unifique, Ligga, Vero, Alares, Sumicity, Brasil TecPar, Proxxima, Giga+ Fibra, Sercomtel and Nova Fibra, plus Starlink and Hughes satellite links.
Why the long tail matters. Anti-bot systems look at which network a request comes from, and a pool drawn from two or three big providers is easy to spot. Brazil’s broadband market is unusually fragmented: Anatel’s figures give Claro, Vivo and Nio together only about 41% of fixed broadband, with the rest spread across regional and small providers. A pool that mixes a Vivo line in São Paulo with a small fibre provider in the interior of Ceará looks like ordinary Brazilian households.

Is this a Brazil web proxy?
Not in the sense of a free “web proxy” site where you paste a URL into a box.
