Finnish IPs from real homes and SIM cards
Finnish proxies on real home fibre and on all three mobile networks: Elisa, Telia and DNA. Point our Finland proxies at Helsinki, Espoo, Tampere, Turku, Oulu or any of 20 cities in 14 of the 19 regions, with rotating or sticky sessions.
Pay per GB, not per IP. Unused bandwidth rolls over.
Choose your Finland proxy type
Two ways to get a Finnish IP address
Rotating residential
A Finland residential proxy on real home broadband, from Helsinki to Rovaniemi. Best for scraping, price monitoring and SERP tracking.
- Region, city, ZIP, ISP and ASN targeting
- New IP per request or sticky sessions
- OS fingerprint targeting (Windows, macOS, Linux, Android)
Rotating mobile
Finnish mobile IPs on Elisa, Telia and DNA, the country’s three national mobile networks. Best for social media and the strictest anti-bot systems.
- Region, city, ZIP, carrier and ASN targeting
- OS fingerprint targeting
- Rotate on demand or keep a sticky session
Need the same IP for weeks at a time? Static residential proxies are not offered in Finland. The nearest static locations are Poland and Germany, or use sticky sessions to hold the same Finnish IP on residential or mobile. Datacenter IPs are not available in Finland either.
Finland at a glance
Why a local IP changes what you see
Google.fi results, prices at Verkkokauppa.com and Gigantti, listings on Tori.fi and Oikotie and the ads shown to Finnish users all depend on where a request comes from. Finland is the only Nordic country that uses the euro, but that does not make it one market with the rest of the euro area: Finnish shops set their own prices, add Finnish VAT and may show a different range to visitors from abroad.
Finnish sites also check the network type. Data centre traffic is flagged as a bot straight away on well-protected sites, while an Elisa, Telia or DNA connection looks like an ordinary Finnish customer, because it is one.
| Fact | Figure | Why it matters for proxy work |
|---|---|---|
| Population | 5.65 million (end of June 2026) | A small, highly connected market where a foreign IP stands out quickly. |
| Regions and municipalities | 19 regions (maakunta), including the autonomous Γ land Islands; 308 municipalities (2026) | Our region level is the maakunta, and 14 of the 19 can be targeted directly. |
| Currency | Euro (EUR) | Sweden, Norway and Denmark keep their own currencies. A Finnish IP shows the Finnish storefront and its euro prices, not a Swedish or Estonian one. |
| VAT | 25.5% standard rate; 13.5% on food and restaurant meals from 1 January 2026 | Finnish shelf prices include VAT at Finnish rates, so they move separately from prices in other euro countries. |
| Languages | Finnish and Swedish are both national languages; Γ land is Swedish-speaking | Most sites default to Finnish, while many offer a Swedish version, so check the language as well as the location. |
| EU status | EU member since 1 January 1995; in the euro area and Schengen | EU rules apply, but Finnish storefronts, prices and delivery terms still differ from other EU ones. |
| Mobile networks | Three national networks: Elisa, Telia and DNA | All three networks are in our mobile pool. |
| Broadband | 85% of fixed broadband subscriptions on fibre, more than 1.8 million fibre subscriptions (end of 2025) | Fibre-heavy: more than four in five Finnish fixed broadband connections are fibre. |

What our Finland residential proxy coverage actually reaches
Read from the live API, not a brochure
Most providers list Finland as a single checkbox. Here you can run a proxy Finland-wide or pin a session to a region, city or network, using the same API our dashboard uses.
14 of Finland’s 19 regions
The region level for Finland is the maakunta, the 19 regions used by Statistics Finland. Five are not separate targets at the moment: Satakunta, Kanta-HΓ€me, Central Ostrobothnia, Kainuu and Γ land, the autonomous, Swedish-speaking island region between Finland and Sweden. South Ostrobothnia can be targeted as a region, but none of its towns is a separate city target yet. Every other region has at least one targetable city.
20 targetable cities
All 20 are cities in their own right, from the capital region to Lapland. Finland’s six largest cities, Helsinki, Espoo, Tampere, Vantaa, Oulu and Turku, are all here. All 20, by part of the country:
Helsinki region
Southern and Western Finland
Central and Eastern Finland
Ostrobothnia and the north
Coverage follows the population: the Helsinki region has five city targets, Southwest Finland three (Turku, Raisio and Salo) and Ostrobothnia two, the bilingual coastal cities of Vaasa and Pietarsaari. Some well-known cities, such as Pori, HΓ€meenlinna, SeinΓ€joki, Kokkola and Kajaani, are not separate targets yet. You can still reach users there with a country-level or region-level Finland proxy.
Mobile carriers
Finland has three national mobile networks, and all three are covered: Elisa, Telia Finland and DNA, which is owned by Norway’s Telenor. Several well-known brands run on the same networks: Saunalahti is Elisa’s consumer brand, and Moi uses DNA’s network. With every national network in the pool, your mobile traffic matches the mix of real Finnish subscribers instead of standing out on a single operator.
Fixed-line ISPs
The three national operators are covered for home broadband too: Elisa, DNA and Telia, the same three operators that run the mobile networks. Elisa appears twice in our network data, for its fixed and its mobile broadband, and is counted once. Behind them come regional fibre companies: Valoo, which builds fibre networks in municipalities across Finland; Lounea in the Salo and Lohja areas; Karjaan Puhelin (Karis Telefon) in Raasepori and western Uusimaa; and JNT in the Pietarsaari (Jakobstad) region of Ostrobothnia. That is seven distinct Finnish networks you can target by ISP or ASN.
Why network diversity matters. Anti-bot systems look at which network a request comes from. Real Finnish households spread across three national operators and a long tail of local fibre networks, and our pool mixes them the same way, so your requests blend in.
What teams use Finnish proxies for
Common workloads on our Finland network
E-commerce price monitoring
Track prices, stock and delivery fees at Verkkokauppa.com, Gigantti and Power exactly as Finnish shoppers see them, in euros with Finnish VAT.
Price comparison data
Collect offers and price histories from Hintaopas as a Finnish visitor, then compare them with Swedish, Norwegian or Estonian storefronts.
Local SEO & SERP tracking
Check Google.fi rankings, map packs and ads from Helsinki, Tampere, Oulu or Rovaniemi instead of a generic European location.
Marketplaces & classifieds
Monitor Tori.fi listings, used-car prices on Nettiauto or auctions on Huutokaupat.com at scale, without CAPTCHAs skewing the sample.
Property & jobs data
Collect asking prices from Oikotie and Etuovi, or job ads from Oikotie TyΓΆpaikat and the public TyΓΆmarkkinatori service, region by region.
Social media & ad verification
Run Finnish accounts from Elisa, Telia or DNA mobile IPs, and confirm Finnish campaigns run on the placements you paid for.

Free Finland proxy lists vs paid Finnish proxies
Why free lists rarely work on Finnish sites
Search for “free proxies Finland” or a Finland proxy server list and you will find plenty, but most entries are open servers already scanned and abused by thousands of other users. They go offline within hours and are blacklisted by the Finnish sites you want to reach.
| Free Finland proxy lists | ProxyEmpire Finnish proxies | |
|---|---|---|
| IP source | Open or hijacked servers, mostly data centres | Real Finnish homes and SIM cards on all three networks |
| Uptime | Minutes to hours before an IP disappears | Always-on pool, with rotating or sticky sessions |
| Blocks | Usually blacklisted on major Finnish sites | Looks like an ordinary local visitor |
| Targeting | Country at best | Region, city, ZIP, ISP, ASN and OS fingerprint |
| Security | Unknown operator can log or alter your traffic | Authenticated access over HTTP(S) or SOCKS5 |
| Cost | Free | From $1.50/GB, with a $1.97 trial |

Finland proxy FAQ
Straight answers
What is a Finnish proxy (Finland proxy)?
A Finnish proxy, or Finland proxy server, gives you a Finland IP address so websites treat you as a local visitor. A Finland residential proxy goes further: it routes your traffic through a real Finnish household’s connection on a network like Elisa, Telia or DNA, not a data centre, so it is far less likely to be blocked.
Can I target specific Finnish cities, regions or ISPs?
Yes. You can target 14 of the 19 regions and 20 cities, from Helsinki, Espoo and Turku to Oulu and Rovaniemi. ISP targeting covers Elisa, DNA, Telia and regional fibre networks such as Valoo, Lounea, Karjaan Puhelin and JNT. Residential and mobile proxies can also be targeted by ZIP, ASN and OS fingerprint. Satakunta, Kanta-HΓ€me, Central Ostrobothnia, Kainuu and Γ land are not separate targets at the moment.
Do you offer Finnish mobile proxies?
Yes. Rotating mobile proxies run on all three Finnish networks: Elisa, Telia and DNA. Mobile IPs are shared by many real subscribers, which makes them among the hardest traffic to block.
Do you have Finland datacenter or static IPs?
Not at the moment. Datacenter and static residential proxies are not offered with Finnish IPs. For a long-lived Finnish IP, use a sticky session on residential or mobile. If a fixed IP elsewhere in Europe works for you, static residential IPs are sold in Poland and Germany.
How much do Finland proxies cost?
Rotating residential starts at $1.50/GB on larger plans and rotating mobile at $2.00/GB. Finnish targeting is included at no extra charge, and you can start with a $1.97 trial.
Can I keep the same Finland IP address?
Yes. Rotating residential and mobile proxies both support sticky sessions, which keep the same Finland IP address active across requests instead of switching on every request.
Which protocols and tools are supported?
HTTP, HTTPS and SOCKS5. The proxies work with any scraper, headless browser, anti-detect browser or HTTP library, and there is no limit on concurrent sessions.
Why not use a free Finland proxy?
Free proxies are slow, blocked on most major sites, and often run by operators who log or resell your traffic. If you are not paying for the product, your data usually is the product. For anything work-related, a paid residential proxy is safer and far more reliable.
Is using a proxy legal in Finland?
Proxies themselves are legal in Finland. What matters is how you use them: respect each site’s terms of service, and follow the GDPR and Finland’s Data Protection Act (1050/2018) when you collect personal data.
